WRONG: Towns keep their budgets low in spite of the fact that they get a relatively thin slice of the $1.4 billion the state distributes annually to municipalities through state aid formulas. For example, in 2004 towns received only $133 per capita from state and federal aid programs, compared to $197 per resident for villages and $344 per capita for cities. Total town-government spending averaged about $409 per town resident while cities spent $1,261 per capita.
