WRONG: While s. 66.021(11) of the Wisconsin Statutes provides that most proposed annexations must be reviewed by a state agency to determine if the boundary change would be in the public interest, these findings are not binding. One illustration of this was the 1996 annexation of 764 acres from the Town of Vernon to the Village of Big Bend in Waukesha County. The state analysis found that the annexation, which more than doubled the size of the village, could lead to irregular municipal boundaries, land use conflicts, development patterns that are incompatible with regional plans and reduced -- not greater -- access to municipal services. The report concluded that the proposed annexation is not in the public interest, but noted that Big Bend "may choose to ignore this advisory opinion merely by passing an annexation ordinance." This is exactly what village officials chose to do.
