Wisconsin Towns Association: Legal Counsel 1 Position

Position Summary:
This position serves as Legal Counsel 1 for the Wisconsin Towns Association (WTA).  The WTA is a statewide, voluntary, non-profit, non-partisan association of 1250 town and 25 village governments that provides education, legal information and grassroots legislative advocacy to empower and inspire our members to lead in their communities.  Under the direction of the Executive Director, this position is responsible for collaborating with WTA team members to provide high impact education programs that increase the knowledge and understanding of town officers; address member questions on town related Wisconsin Statutes, Administrative Code, common law, and other policy; and, conduct legal and political analysis of legislative proposals.  Depending upon personal professional objectives, skills, and needs, Legal Counsel I staff may engage in limited and possibly extensive lobbying.  This position is located in Shawano, Wisconsin.  Pending professional growth of the employee, this position could have significant location flexibility up to allowing the position to be based permanently in the Madison, Wisconsin area.

Qualifications:
Required
  • Juris Doctor degree from an accredited law school
  • Member of the State Bar of Wisconsin
  • Strong interpersonal, written and verbal communication, and customer service skills
  • Understanding of and ability to analyze statutes, administrative code, and court cases related to towns and villages
  • Demeanor to teach town officers with a variety of knowledge levels
  • Ability to identify town government legislative needs and craft associated policy proposals
  • Passion to collaborate in a team oriented environment
  • Self motivated, detail oriented, and able to keep accurate records


Preferred
  • Background in municipal law in Wisconsin
Major Duties and Responsibilities:
  • Answer general legal questions by phone, email, or hard copy from member officers
  • Provide legal, policy, and current issue based education to member officers through unit meetings, district meetings, workshops, annual convention, Wisline, magazine articles, the WTA website, email, fact sheets, and other educational venues. Periodic travel throughout Wisconsin is required.
  • Prepare amicus briefs
  • Analyze legislative proposals and help the Association develop policy positions
  • Engage in limited legislative lobbying with potential to increase lobbying responsibilities pending professional growth
  • Assist the Association in identifying and understanding current issues affecting town and village governments
  • To assist the Executive Director in various activities necessary to achieve the mission and vision of the WTA
